Acts5v29:
But Peter and the apostles answered,"We must obey God rather than any human authority. [such as ordained priests and rulers of the people]Must christians obey all authority absolutely? Of course not.
Peter being the spokesman/representative of the apostles spoke with other apostles, in this passage, to the rulers and leaders of the people that their obedience is towards God rather than any human authority.So, christians are not unconditionally obedient to leaders in the world.
And the Jewish authority know from the Old Covenant (eg: Eccl 12v13) that all men ought to submit to the commandments of God rather than just to other men under any condition.
The first most important thing is to fear God.
God decreed that all unrighteousness is sin against Him and mankind; and that all people of God should conduct righteous living in love and fulfil all the commandments.
So, if any leader is to order any man to act unrighteously, all men have the divine duty to resist the order, disobey it, admonish the leader and pray to God for help and escape.
And Paul, together with all writers of scriptures never teach that God ordained rulers should conduct any Godless act/sin, being unrighteous and lacking love.
Are christians offensive to the world?
Yes.It is because that the world is under the ruler (Satan) of the world and the repentant elect, although in the world, are no longer of the world.
The world hate them, just as the ungodly have hated Christ and His Good News (Jn15v19,23,24,25; Jn17v14; 1Jn3v13).
So there is confrontation from the beginning of the covenants (Jn1v5,10,11).

Christians are very offensive to the enemies of God (Jn17v14).
For these enemies being in darkness, doing unspeakable things, hate light and the children of the Light.
These enemies are on the Devil's side, being slaves of sin.
These enemies being blinded by the rulers of this world could not appreciate the goodness of God.
